Well, luck will really come if you're always doing something. But if you're spending the whole day doing nothing, luck will not just come so easily.
Luck is always tied to some kind of action. Well, it might still come even if you're doing nothing but you bet that it will take a huge chunk of time before it will do so.
So if you really wanted to get lucky, you should take some form of action. If you wanted to get rich, you should take some action that relate to making money. Maybe you will need some luck along the way. But you won't get that luck unless you actually go on your way and do something.
